Why this architecture

National fire stories (US + Canada in one map article) need a continental landing URL. British Columbia needs a deep page that can stay fresh every 30 minutes without diluting the national story. Duplicating BC copy on a Canada hub would split authority and confuse Google — so Canada links to BC, and the USA gets its own premium map product.
