Moncton Street is the main street of Storybrooke. The fishing harbour is the pier. Interiors were a soundstage; the fronts are real businesses that would like you to buy a coffee rather than block the door for a reel. Canada Line to Richmond–Brighouse, then bus 401/402/407, about 20 minutes. Combine it with fish off the dock or a whale-watching trip from the same harbour.

Steveston Village, Richmond, BC. About 40 minutes south of downtown Vancouver.
You can go inside the Cannery Café, which is a real café using that storefront. The diner interior from the show was a set.
The streets, harbour walk and shopfronts are free. Cafés, the cannery museum and boat trips are paid. Treat it like a fishing village that hosted a TV show, because that is accurate.
