ICBC Knowledge Test: BC Rules Visitors Get Wrong (2026)
This is not a cloned exam. ICBC owns the question bank and forbids reproducing Learn to Drive Smart. What we can do is send you to the official PDF and free practice test, then drill the mistakes that actually fail visitors — in English, Русский, Українська, 中文 and ਪੰਜਾਬੀ, with the English term under each ticket.

Flashing green
Flashing green is not an advanced left
In much of Eastern Europe and Ontario a flashing green means left-turn priority. In B.C. it is a pedestrian-controlled light: cars may go if the way is clear, but a pedestrian button can hold you. Do not treat it as a dedicated left arrow.
Distracted driving
$368 + 4 points for the phone
Handheld device while driving — including on your lap at a red light — is $368 and four penalty points on every ticket. DPP premium is extra if you sit at four or more points at assessment.
Right on red
Right on red after a full stop
Legal unless a sign forbids it. Stop, yield to pedestrians and cross traffic, then turn. Left on red is only from a one-way street onto a one-way street, still after a stop.
School zone vs playground
School 8–5 school days; playground dawn to dusk every day
Default school zone is 30 km/h 8 a.m.–5 p.m. on school days. Playground zones are 30 km/h dawn to dusk every day including weekends. Read the tab — some corridors post different hours.
U-turn
No U-turn at a signalized intersection
In B.C. you must not U-turn at an intersection with traffic lights unless a sign says you may. Do that in the next block or a legal opening.
Yield to bus
Yield to a bus leaving the curb
At 60 km/h and below, yield to a bus that has signalled to re-enter. Visitors from provinces without this rule fail it constantly.
Winter tires
M+S / 3-peak from 1 Oct
Most signed highways require winter tires or chains 1 October–30 April (some routes 31 March). Passenger fine for ignoring the sign is $121 (MVA s.125). All-seasons without M+S or the mountain snowflake do not count.
1 metre
One metre when passing a cyclist
The Motor Vehicle Act requires at least one metre. If you cannot leave a metre, wait.
90 days vs 6 months
Residents 90 days; tourists six months
Moved here: exchange a valid licence within 90 days. Tourists visiting up to six months can keep driving on a valid foreign licence. Mixing these two is a classic fail.
Class 7L → 7N → 5 → 4
Licence ladder
Learner 7L (supervisor, L sign, 0.00 BAC) → novice 7 / N (unsupervised, N sign, night passenger limits) → Class 5 full car → Class 4 for taxi/Uber-type commercial passenger. Knowledge test for 5/7/7L is one 50-question passenger exam.
Licence windows people mix up
Moved here: If you have moved to B.C., you have 90 days to exchange a valid licence for a B.C. licence. ICBC — moving from another country.
Tourist: Tourists visiting up to six months can keep driving on a valid out-of-province or foreign licence. That is not the 90-day rule.
L and N: Learner (L) and novice (N) drivers in the Graduated Licensing Program have zero tolerance for alcohol (0.00% BAC).

Class 7L — Learner (L)
First passenger licence in B.C. (Graduated Licensing Program).
Display the L sign. A qualified supervisor must sit in the front passenger seat. Zero alcohol. Hours and passenger limits are on ICBC’s GLP page — they change, so read that page, not a screenshot from 2019.

Class 7 — Novice (N)
After you pass the Class 7 road test.
You may drive unsupervised. Display the N sign. Zero alcohol. Night passenger limits apply for part of the novice stage. The passenger knowledge test is the same as Class 5 / 7L.
Full licence

Class 5 — full passenger
After the novice stage, or a Class 5 road test if you already hold a full out-of-province licence.
The standard B.C. car licence. Knowledge test for Class 5 / 7 / 7L is one passenger test: 50 questions, 40 to pass.

Class 6 — motorcycle
Motorcycle knowledge, skills and road tests.
A different knowledge test from the car test. Learn to Ride Smart is the book, not Learn to Drive Smart.

Class 4 — taxi / limo / ambulance / small bus
Commercial passenger work under Class 4 vehicle limits.
Separate knowledge test. Vehicle types and weights are on ICBC — do not guess from a Class 5 booklet.

What does a distracted driving ticket cost?
$368 plus 4 penalty points. Every electronic-device ticket is $368 and four driver penalty points. Four or more points in a 12-month assessment period triggers a Driver Penalty Point premium billed separately from Autoplan. Independent 2026 tables list about $214 at four points — confirm the current ICBC DPP table before budgeting. A second electronic-device conviction in three years can also trigger the Driver Risk Premium. Phone on your lap at a red light still counts.
Do tourists have 90 days to switch licences?
Tourists visiting up to six months can keep driving on a valid out-of-province or foreign licence. That is not the 90-day rule. If you have moved to B.C., you have 90 days to exchange a valid licence for a B.C. licence. Reciprocal countries can exchange without extra tests; others still sit knowledge and road tests. Read ICBC, not a blog.
When are winter tires mandatory?
1 October – 30 April on most signed B.C. highways (some lower-snow routes end 31 March — read the sign and DriveBC). M+S or three-peak mountain snowflake, at least 3.5 mm tread on a passenger vehicle. Fine $121.
